How loud is a car one the interstate ?

Ik this is a dumb question but let's say you rev a car up to 3 on the rpm indicator, if you are one the interstate and you are driving and you go up to 3 on the rpm indicator, will it be te same loudness? I'm jw. Does wind play a factor?
