College class problem?

I have to take a required math class in college since im a first time student attending, im almost done with the class, and glad because the class is really constantly loud and talkative, most of the people are older adults in their 30- to late 40's, and they laugh loudly and all talk to each other alot, and some even speak while the instructor is, and the instructor is also real laid back and allows them to talk nonstop, so they seem to talk more than work, over all its really annoying and can be hard to concentrate, the class is also in the evening. i honestly dont get why the instructor allows such loudness in class, its like they dont care about blowing their money away by not taking their education seriously, any one else been in this situation?
