Loitering? people outside of my house being loud?

Behind my house is an alley, and unfortunately at the opening into the major street at the end of the alley is my house. There are a group of people that constantly hang out in front of, or beside or behind my house. They are loud, extremely loud, obnoxious, starting fights, etc. I work early and come home and want to sleep and cant. I have kids, and the group of people outside sometimes turns into drug talk, fights, guns or just plain loudness, i am tired. Is this considered loitering?
